The SEZ's supporting facilities include infrastructure such as roads, power generation and distribution, water supply, sanitation and sewerage systems, telecommunications networks as well as health clinics, food services, banking services, offices and residential areas. In order to achieve the primary goal of attracting foreign direct investment, increase exports and further accelerate the country's economic growth, the Royal Group Phnom Penh Special Economic Zone (Phnom Penh SEZ) was created in 2006, becoming the premier special economic zone on the outskirts of the capital Phnom Penh.

The Royal Group Phnom Penh Special Economic Zone covers an area of 360 hectares and is being developed in three phases (see floor plan).

The first phase of work has been completed and 58 factory sites have been planned and all allocated. The next 20 hectares will be planned for residential and commercial development, providing convenient housing, recreational and commercial facilities for the factory, management and workers. Currently, the second phase of the development is underway with industrial land ranging from 0.7 hectares to 9 hectares.
